The Texas Health and Human Services Commission (HHSC) funds dozens of agencies across the state to provide substance use and misuse prevention services for individuals, families, communities, and regions. These agencies follow the Strategic Prevention Framework’s evidence-based model to reduce the consequences and problem behaviors related to substance use and misuse in the communities they serve. Their services take shape through three main program types: Community Coalition Partnership, Prevention Resource Center, and Youth Prevention programs.

Community Coalition Partnership (CCP)
CCP programs within the Texas substance use and misuse prevention system engage and mobilize various stakeholders to work together to implement evidence-based prevention strategies. CCPs primarily focus on strategies that help to change local environmental conditions, like changing policies and influencing social norms related to substance use and misuse. CCPs typically hold monthly coalition meetings and facilitate networking, cooperating, and collaborating within their communities.

Prevention Resource Center (PRC)
Each of the state's 11 Health and Human Services Regions has a PRC program. These programs conduct annual needs assessments for their regions, providing a key data resource for other programs and agencies across the state. PRCs provide other resources related to behavioral health and support the federal Synar requirement to conduct voluntary tobacco retail compliance checks. PRCs also play an important role in professional development for the prevention workforce by identifying training needs and helping coordinate events.

Youth Prevention (YP)
YP programs operate across Texas to deliver evidence-based prevention curricula to youth and families. Each program undergoes a strategic process to select the most appropriate curriculum to use for their focus population. YP Universal programs implement curricula appropriate for the general public/audience, like an entire grade level. YP Selective programs focus more narrowly on subgroups who may experience more risk factors for substance use. And YP Indicated programs are tailored for youth who may already have or are close to initiating substance use.
